In compliance with the provisions of Circular No 6, Bureau R F & A L Head Qrs Asst Commr. Richmond, Va. January 27th 1866, I have the honor to submit the following report with reference to the condition of Bureau affairs in this Sub Dist. 

the state of feeling between the white and freed people is apparently friendly. I have no complaint with reference to labor. The most have secured places for the year, and all will be able to find employment with the opening of Spring. Wages range at from seven to ten dollars per month for good male hands; and usually from three to four for females.

It has been reported that it is the intention of the civil authorities to bind out the children of destitute freedmen and that the rumor was creating much uneasiness in some sections of the County. This class has been informed that the civil authorities have no control over their children, except as provided by Law as the taking charge of the poor, it being optimal with these whether or not they will accept aid from the County.

On the 28th of January last requisition was made from this office for a Supply of children's clothing which it was then thought would be barely suffi-
