Bureau of R. F. and A. Lands
Office of Asst Superintendent
Leesburg Va March 30th 1867

Capt Garrick Mallory
A. A. A. Genl.
Richmond Va

Captain:
In compliance with "Cir 6 Bureau of R. F and A. Lands, Head Quarters, Asst Comr State of Va Jan 27th 1867", I have the honor to report that every thing during the present month concerning this Bureau has passed along quietly, and unobstructed.

Since the re-construction bill, better known as the Sherman bill, has been put in operation the state of feeling toward the Freedmen and this Bureau has greatly improved. The majority of the people in this County appear to have become reconciled to the new state of affairs and are making new endeavors to convince the colored people that they have been and still are their best friends. I smiled to conclude, however, that in this they will find but little encouragement. The colored people appear much encouraged, even jubilant, but are quiet and respectful to all, as before.

I am Sir Very Respectfully
Your Obt Servt
