In compliance with Circular No "6" Hd Qurs Asst Commissioner State of Virginia, I have the honor to submit the following report

The condition of Bureau Affairs in this County is with few exceptions favourable.

The Freedmen are most of them at work and contented, and generally speaking the employers are treating them with kindness & justice, the instances to the contrary are rare

Most of the Whites in the County accept with a good grace the present, position of Affairs, and those who at first demurred, are rapidly changeing their views, and are becoming satisfied.  The Freedmen, show a laudable desire to exercise, their new acquired priviledge of Voting in a proper manner and display an anxiety to be made acquainted with the extent of that privilege, and from what, I have seen and learned I feel satisfied they will use it with discretion influenced generally by advice gained from
