In compliance with Circular No 6 dated Hd Qrs Asst Comr Va Richmond Va January 29th 1866 I have the honor to report the feeling between the Whites & Freedmen to be good as far as the better class of whites are concerned but there is a class of young men who through prejudice against the race and a desire to keep the Freedmen down that are causing trouble and instead of causing proper feelings to exist, keep them in a state of Disquietness.  The new rights with which the colored people have been invested have fanned this feeling in [[strikethrough]] the [[/strikethrough]] both races.  The more politick of the citizens knowing that the state of affairs cannot be altered have changed around hoping to gain the vote of the colored man

Suddenly the citizens have found that in their midst there is a large class of people that are uneducated, meetings have been held composed of the most respectable citizens and the matter discussed
