Dist, but is received with all due reverance to the laws in regard to it.

There has been but very few reasons for the arrest of any Freedmen for disorderly conduct or otherwise.

The school in this Sub-Dist is not doing as well as some of the others in this valley, but has improved somewhat since the tax on the scholars for Fuel & Lights has been dis-continued, better attended &c.

I have as usual issued Rations to the Sick & Destitute Refugees & Freedmen that are unable t help themselves, and only to such as have been recommended to me for such assistance by the Surgeon in Charge, as well as those that I personally know to be ini a destitute condition, and the number is decreasing as will be seen by the report of Rations issued from the officer of this Sub-Dist for the Month of March 67, the whole number including children being but 26, I would state here that some of the Freedmen, if not all, have not received their full amount of Rations from the Commissary Dpt of this Post, and would respectfully call your attention to the Special Report made by Captain J A. McDonnell Spt dated the 25th inst and one made by myself dated the 26th inst referring to some special Cases that was brought to our attention which will explain for themselves how the Freedmen have been treated by that Dept during the present
