In obedience to Circular No. 6, Series 1866 Hd Qt Asst Comr St of Va I have the honor to report that the feeling existing between the Whites and Freedmen in my Sub District is at present, undergoing such a peculiar transition, as to be difficult of appreciation. Since the Military Bill has become a Law, it is evident the latter class enjoy more immunity from injury; this, of course, is the immediate effect of that great measure; still, it operates in a great degree to ameliorate the asperity of feeling on the part of the freedmen.
