General.

Pursuant to instructions contained in Cir. No "6" B of R.F. and A. Lands, Hd. Qrs. Asst. Comr, Richmond Va, Jany 29, 1866, I have the honor to report that the state of feeling existing between the White People and Freedmen of this Sub Dist, has decidedly improved, between the Unionists, and Freedmen, but between those who are averse to doing justice, and who hate the Govt, the feeling is that of intense hatred, toward the colored people, and representatives of the Govt. of whatever character.  Since the passage of the Military Bill, there seems to be a stronger feeling of confidence, in the power of the Govt to protect them, and a still stronger desire to be educated, and, to have a school
