In accordance with Circular No 6' series 1866
I have the honor to make the following Report of the condition of Freedmans Affairs in the counties of Rockbridge, Bath and Alleghany during the month of March.

No changes worth noting have occurred since my Report (for February), excepting that many of the Freedpeople of Bath county have left it, and gone to Greenbriar county in West Virginia.  Their action was prompted by the greater willingness of the white citizens of Greenbrier to rent their lands.  My opinion is that this exodus will be disadvantageous both to Bath and to the Freedmen who went out of it, all of whom could have obtained work at tolerably good wages, for, although money is very scarce in this Sub-District, I doubt whether it is even as plentiful in Greenbrier as here, and the husbandry of Bath will be seriously affected by the scarcity of laborers.
