General:
In compliance with Cir. No. 6 H'd. Qrs. A. Com. of Va. dated Jan'y. 29th 1866 requiring a report of the condition of freedmen's affairs, the state of feeling between whites and blacks &c. I would say that the condition of freedmen's affairs has decidedly improved within the limits of the Sub dist. of Orange and Louisa Co's. during the past month. This is owing I think to political causes. The Law giving the ballot to the colored man has made him the object of interest real or pretended of all classes of white people. A public sentiment has sprung up to a considerable extent in favor of his protection and education. There is a strife as to who has been, and who will be his best friends with the object of securing his political favor which is I think highly advantageous to him. No complaints of a very outrageous character have been brought to me since my last report and I have been able to settle the little matters that have arisen without difficulty. I can report a present favorable condition and fair prospect for freedmen's affairs in this sub-district.
