I think there will be a disposition on the part of the whites from motives of policy if nothing else, to engender kind feelings in the mind of the colored men toward themselves
The colored men are fully aware of the great change in political affairs and from careful observation. I have ascertained that although they are very respectfully inclined toward their former master, yet when the time comes for them to vote they will exercise that right with credit to themselves as well as for the interests of their state & Country -
It is universally noticed here by all parties and generally conceded that the Colored people behave themselves, notwithstanding they know of the present law respecting their rights, with becoming dignity. I feel that a great change has apparently come over the people. Within the last month & believe the sentiment of the people is now to accept in good faith the recent plan for the Reconstruction of the Rural states - at least I hear expressions to that effect daily Hoping the affairs of my district may continue in its present encouraging condition & that such may be the case elsewhere
