General;
In accordance with Circular No. 6. I have the honor to report.
That Bureau affairs are progressing very fairly, that the between the Whites and Freedmen seems to be growing better.
The freedmen have been very orderly and for the most part very diligent laborers.  Amongst the freed as a class there has been but little Stealing or misdemeanors of any kind.  The Freedmen are Self Supporting and no rations have been issued during the past month.
