General 
I have the honor to report that the state of feeling existing between the whites and blacks in my Sub District does not grow any better. Although the passage of the Army bill making the civil government merely provisional has had a tendency to quiet some of the most bitter of the whites.
 
The antipathy against freedmens Schools is gradually dying out and the intelligent of the whites are anxious for the blacks to become educated, but they will not assist them in erecting school houses nor can a white teacher procure board with them. And still they say if the Negro has to remain in the country they wish him educated
