In compliance with existing orders, I have the honor to submit the following Report, of the Condition of Affairs, in the Counties of Nottoway and Lunenburg Va. during the month of March 1867.

The Freedmen are all at work throughout these Counties.  I have not heard any complaints of their idleness.  A large number of them are working small tracts of land for themselves, giving the owner of the land one fourth of the crop made for the rent of the same.

The average money wages for laborers is $8.00 per month and provisions, but the majority of the Freedmen are working for a share of the crops.
 
Owing to the ignorance of the Freedmen they have been the victims of a class of swindling and unjust Employers, who in making contracts with their hands, have taken every possible advantage of them.  The Contracts have
