In the matter of increasing their educational advantages I earnestly hope the proper authority may be granted me to carry out without delay the plans  already submitted by me as far as my sub-district is concerned -
Owing to the freshets and almost impassable condition of the roads there has been during the month of March in this vicinity more than usual suffering and destitution among the colored poor. In emergence of the demand for provisions I have been able to retrieve a much larger number than usual
