In obedience to Circular No 6 Series of "66 Hd. Qrs. Asst Comr State of Va, I have the honor to re--port that, in matter of interest and importance to the Freedmen, there is a spirit [[abroad?]] tampering with their feelings, interests & privileges in view of their political rights soon to be exercised, in consequence of which, only the greatest care & prudence exer-cised until the strangeness is worn off, occasioned by the present state of affairs, will have the races from being embittered.
A great many of the Freedmen are still kept out of their pay for last year's services upon one [[?]] and another, while at the same time they need their pay promptly to enable them to support their families.
