And under this subject I would respectfully invite the attention of the Asst. Com--missioner & Military Commander of the Assist District State of Virginia to what seems an important matter for consideration, calling loudly & justly, I believe, that of the establishment of a [[Safeness?]] Lien upon the crops seized by them for the full payment of their wages, by General Order until other law takes its place. They [[?]] lessens in this Sub Dist. (doubtless the same throughout the State) have given deeds of trust upon their entire property to secure professed [[accreditors?]], and at the same time they are carrying on the plantations employing many Freedmen in their own names, who therefore have to de-pend wholly on the honesty of the employer for their pay. And, furthermore, a great many whose property is not under a deed are very [[being?]] [[?]], [[?]back-ward in paying the freedmen their wages due, their necessitating them to great inconveniences [[?]] to say nothing of actual hunger & suffering in many cases. The means of the Freedmen being externally limited they justly require prompt and timely payments of their wages to enable them to support themselves & families.
