In compliance with Circular No 6, Series 1866, I have the honor to submit the following report.  Many of the Freedmen being out of employment during the past month & the weather being very cold & wet preventing the performance of any kind of out door labor much suffering and destitution prevails.  The Civil Authorities having failed to sufficiently provide for the wants of Colored poor, numerous applications for assistance have been made to this office.

Issues of clothing & wood have been made when absolutely necessary, to prevent suffering.  No rations have been issued except to those in Hospital.  Small Pox heretofore
