State of Miss Sir I have the honor to enclose herewith duplicate vouchers form 17 Q.M.D. for expenses occurred while complying with Par 4. S.O. No 105 &c from your Office which I have to request may be submitted to the Asst Comr for approval and referred to the D.O. for payment. Although my expenses may appear unusually large in amount, I beg leave to assure you that in each item I made [[strikeout]]every[[/strikeout]] efforts to reduce charges, all in my power, and that the several amounts herein set forth were actually paid as stated, being necessary expenses. I was unreasonably delayed two days and nights in New Orleans 17 in consequence of an accident on the N.O. J and G.N.R.R. which occurred near Magnolia Miss on the 3" inst thereby preventing the departure of passenger trains until the 6" inst at which time I proceded on my journey I was obliged to pay for the storing and handling of my baggage, extra, as the Freight Ag't. refused to receive it until the departure of the train on which it was to be sent from M.O. At Jackson (only my trunk being checked) I was again obliged to pay another charge for storing my baggage until the arrival of the train running east. I make this detailed statement in order to show the General Commanding that although the account may appear large, it only shows unavoidable expenditures. I enclose sub vouchers in support of each charge where they could be obtained. I beg leave to request reimbursement as soon as possible for I am in need of the money. In this connection permit me to mention that my vouchers rendered from the Sub Dist of East Pascagoula for the Months of August, Sept, and Oct have not been paid at this date, amounting in all, including the enclosed accounts to more than $350, which is all for accounts on which I have advanced the money and am now very much in want of it for use.
