18 State of Miss Sir I beg leave to inform you that on the evening of the 12 inst. one Jessey Harrill left this place en route for Texas with his family by emigrant wagon route. before leaving here he kidnapped a negro boy 12 years of age belonging to the wife of Henry Wilson freedman and took him away. I made efforts to have the civil authority take prompt action and cause Harrill to be arrested before he got away from this county (Scott). But so much apathy and hesitation was exhibited that Wilson the- Step father- followed Harrill and overtook him about five miles West from Forest Station and with some difficulty recovered the boy. Mr. D.S. Holmes Justice of the Peace called at this Office today and after consultation with the undersigned issued a warrant for Harrill's arrest which is now in this Office awaiting information where Harrill is to be found. In the meantime anticipating so much delay as to allow Harrill to escape beyond the limits of Scott County, I sent a communication to the Commanding Officer Post of Jackson requesting him to intercept and detain Harrill until the civil authorities could secure him in case he passes through Jackson as he undoubtedly will also through Vicksburg if not interrupted. It being possible that he may not be detained at Jackson, I have thought proper to notify your Office, So that he may be stopped at Vicksburg if it is the pleasure of the Genl commanding.
