Sir In compliance with instructions contained in Par 1 Circular Letter dated B.R.F. and A.L. Office Asst Comr for the State of Miss VBurg Miss July 25" 1867. I have the honor to submit the following detailed report of the operations of this office upon the subjects required for the month ending December 31" 1867. 1st. Number of freedpeople: an approximate estimate about seven thousand (7000). 2. Their condition and how paid for services: Many are very poor some quite destitute which is chiefly attributable to the failure of the crops for which they have labored during the year upon share Quite a large number of complaints have been made to this office concerning employment for services and application for assistance in settling accounts where laborers have been delayed or refused satisfaction; In nearly all such cases which have received attention some kind of adjustment has been effected either by arbitration compromise or by personal assistance by a representative of this office. It has not been necessary in the disposition of the several cases to resort to measures provided in G.O. 31. 50 and 51 C.S. from your office the fact that such measures could be resorted to by the existence of such orders, combined with the presence of officers to enforce the same has materially aided this office in effecting satisfactory settlements.
