Scott County Miss Gentlemen Application having been made at this office by Elisha Gatewood (freedman) representing the interest of four members of his family concerning the division of crops which they raised on your place during the year 1867, which has not been made satisfactory the following suggestions are respectfully made In order to avoid arbitrary action that it might otherwise become the duty of the undersigned to take unless an amicable division of the crop can be made between the employers and employees, let the matter be referred to a board of arbitration elected in the following manner - The employer appoint one Arbitrator - the employees one - the two arbitrators so elected appoint a third whose duty it shall be to hear all the facts —necessary in the case represented under oath, a record to be kept, of the proceedings and forwarded to this office for revising which if found to have been made in good faith and in conformity with these instructions may be considered final.
