Sir

Application having been made at this office by Henderson Crudup freedman for assistance in effecting a settlement with you under the terms of his contact for the year 1867 - In order to avoid arbitrary action that it might otherwise become the duty of the undersigned to take unless an amicable settlement can be made between the employer and the employees, let the matter be referred to a board of Arbitration - elected in the following manner - The employer appoint one Arbitrator - the laborer one - the two arbitrators so elected appoint a third - whose duty it shall be to hear all [[?]] facts in the case under oath. A record to be kept of the proceedings and forwarded to this office for revision, which if found to be in good faith and in conformity with these instructions may be considered final.
