In compliance with Cir No 6. reports he can observe no change in the feeling of the whites towards the freedmen. The former seem to be much aggravated over the passage by Congress of the Military Bill. Has heard some go so far as to say that Virginia blood should again boil or Virginia rise and defend  herself against such outlaws as the present Congress is composed of.
