I have the honor to make the following report in compliance with Circular No. 6.  of date January 29th 1866.

I can observe no change in the feeling of the whites towards the Freedman since my last report; the former seem to be very much aggravated over the passage by Congress of the Military Bill, which is now the topic of conversation. I have heard some go so far as to say that Virginia blood should again "boil" or Virginia rise and defend herself against such "outlaws" as our present Congress is composed of; although such language is no more than idle talk still it gives the true feeling of the majority of the people.
