The Freedmen, it is thought, are awake to their own rights and will vote understandingly. Things are quiet.
 
No Criminal cases where Freedmen are concerned, have occurred. 

Fairfax County.
C. E. Hine, Asst. Supt. of this County, Reports one Criminal Case, where the Grand Jury refused to find a Bill. for assault and battery, although positive testimony was given. This case was referred to the Asst. Commr. of the State of Va. on the 23rd of March.

Alexandria County.
In Alexandria County, many cases have come before me for adjustment, most of which I have settled to the satisfaction of both parties, where it has been necessary to refer cases to the Civil Authority, it has been settled satisfactory to the parties. 

There has been much political feeling in Alexandria, growing out of the Municipal Election, held in the City on the 6th of March, owing to the passage of the Reconstruction Bill passed a day or two before. The Mayor called upon me, and stated that the Judges of Election had decided not to receive the votes of Colored People on the ground.
 
1st That the law had not been Officially promulgated.
2nd That by the 6th Sect'n of the Bill, they were of the opinion it did not effect Charter, or Municipal Election, if at all, not untill a Dist. Com'r had been appointed.
 
The Mayor wished me to take charge of the Colored People, in case there should be any disturbance, and requested me, in writing, to have a Military force, sufficient to preserve the peace, should it be necessary. I applied to Gen'l. Canby
