Comds. the Department of Washington, and he sent a force under Gen'l. Emory. The election passed off quietly and Mr. Latham was elected by the White vote. 

The [[strikethrough]] candidate of the [[/strikethrough]] Republican Party opened Poles of their own where the votes of Colored People were received, and they claim, that they elected their candidate by a majority of about 400. Mr. Tucker the candidate for Mayor claimed the Election, but the present incumbent Mr. Latham, refused to acknowledge him, and continues to perform the duties of the office. 

I have refused to connect myself in any way with the question at issue.

I have used every effort within my power, to reduce the number of Freedmen in and about Alexandria, who have been, and are still dependent upon the Bureau, by procuring them Homes, a few have been disposed to go, but a very large number are opposed to going farther South. where labor is most needed, and many are equally opposed to going North. The impression is very prevalent among them, that it is unsafe for them to leave here. They have the idea they will be taken to Cuba and Sold. 

There are some who encourage the impression, and want their influence to deter men from going South and especially to the Cotton States, where the best wages are offered. Such is the destitution among a large number where the Heads of families have gone to work in the County. I have tried to get transportation, to send such as have desired it, to their Husbands and Fathers, where they can be supported. Among this class there is great destitution, and my office is thronged daily for
