In compliance with Cir No 6. reports the state of feeling between the whites and blacks is gradually becoming more favorable to the latter. The chief difficulty seems to be the non-payment of wages for year 1866 for children who were hired out by their Parents. No outrages upon either side have been reported to him during Month of April
