In compliance with the provisions of Cir No "6" dated H'd Qrs. Asst Comr. Bur. R.F. & A.L. Richmond Va. Jan. 29th 1866.  I have the honor to report, that the state of feeling existing between the Whites & Blacks, is gradually becoming more favorable to the latter.  X  The chief difficulty seems to be the nonpayment of wages for the year of 1866, for children who were hired out by their parents. Such debts are generally acknowledged to be due, but the general failure of the crops of last year is given as a reason for the delay in paying them. X
No outrages upon either side have been reported to me during the month of April.
