Sir:
I have the honor to report that there has been no interruption of the harmonious feeling heretofore reported in the counties comprising  this Sub District during the present month.

The freedmen are all occupied and employed on terms satisfactory to themselves;  they appear generally to be contented and happy, no rations are issued by the Bureau and very few paupers are reported by the overseers of the Poor.

The freedmen have received the news of the right of suffrage being conferred on them, without demonstration; and the whites and blacks have met in Mass meeting in Charles City County where they were addressed by residents.  The speakers were interrupted by numerous queries from the freedmen to all of which they (the speakers) replied with great respect.
