Hd. Qrs. Asst. Sub. Asst. Com'r. Craig, Roanoke & Floyd Co's Va Roanoke Co. Va. April 25, 1867 Capt Garrick Mallory. A.A.A.G Hd Qrs Asst. Com'r. Va. Capt I have the honor to submit the following report in regard to "Bureau Affairs in general" in my Sub-dist. The state of affairs as a general thing is Satisfactory; the Freedmen are getting along very well. but little destitution exists among them and a good feeling exists between them and the Whites. The cause of education is not progressing as well as I could wish owing principally to a want of good teachers Two cases of outrage against Freedmen by Whites have occurred lately, the history of which are as follows: the first occurred in Floyd Co. at the house of a Freedman named Simon P. Calloway; Calloway had sold a White man named Huff some tobacco and a son of Huff under pretence that Calloway had not delivered all the tobacco, forcibly entered and searched
