In compliance with the provisions of Cir No 6. Bureau R F A L Hd Qrs Asst Comr. Richmond, Va. January 27 1866, I have the honor to submit the following report with reference to the condition of Bureau affairs in this Sub Dist.

The state of feeling between the white and freed people remains apparently friendly.

The recent turning over of the destitute colored to the civil authorities is causing much suffering among this class. Many of them, it would seem, will accept starvation rather than go to the Poor House. Nor is the County prepared at this time to provide for them.
