own exertions; but others must receive aid from the govt. or live in a most wretched and destitute condition.  
These people absolutely refuse to accept the conditions by which they may receive aid from the county.  The County is in fact, unable to provide for them at the present time.  They must receive aid in some form, or suffer the most extreme privation. Under these circumstances it seems to be the duty of the Govt to render the necessary assistance. I therefore forward herewith a requisition for subsistence stores for the use of destitute freed people of this Sub Dist during the month of May. This has been made out upon as careful a personal inspection as was possible of the actual condition of those to whom it is proposed to issue.  In view of the absolute necessity of these supplies, in order to prevent extreme suffering.  I cannot but express the hope that this requisition will receive favorable consideration.
On Saturday, the 20th inst, I visited Beaver Dam Depot, having previously appointed that day for the purpose.  There were collected some
