Captain,
In compliance with Circular No: 6 Series of 1866. Hd Qrs: Asst: Commissioner State of Virginia.  I have the honor to report that during the past month, that there has been but one case of difficulty between the White and Colored Citizens, and this was when a Colored Man with a comrade went to the house of Mr John H. Dunkin near Pungoteague, and demanded a Musket that was in the possession of Mr. Dunkin.  This case has not been fully investigated, but will be done before a Magistrate of the County, in a day or two.

There is generally a good feeling between the White and Colored people, in this sub District. The only difficulty that occur, are between Colored people that have emigrated from other States to this section, and the residents of this Sub District. 

The Colored people, seem to be satisfied with the people
