In compliance with Cir No 6 reports the feeling of the whites towards the freedmen at present is more friendly than it has been. States the whites are striving to influence the freedmen to vote for the "true southern man" and for that purpose a meeting was called for the colored men and speeches made by men who were rabid secessionists &c
