not consistently complain for no laborers North or South ever worked better or were never more industrious than the Freedman are as present in this Sub-District; there are but very few but what have hired themselves out for the year instead of depending upon what day labor they might get. I refused to execute any contract for a shorter period than one year. One good result arising from that is that there is not one-eighth of the stealing or pilfering done this year than there was last year, and not so many lounging about the river depending upon what little fish they might catch for a living.
