I have the honor to foward through your Office, to the Ass't Com'r. my monthly report in compliance with Cir. No 6. H.Q. Ass't Com'r. B.R.F. & A.L. Richmond Va of date Jany. 29th 1866, for the month of April 1867.

Prejudice, which the Whites have held so strongly ever since the close of the war, is now under the new Military rule being considerably smothered. This no doubt arrises from the fact that the Negroes have the right to vote. Politicians are laying their plans for the coming Fall campaign. Candidates are out by quantities for every office, from a constable up. The Freedmen are continually running to me,
