do not understand them as well as we of the South do. That to much learning is not good for them.

I think that some encouragement held out to these colored of "Northern Neck," especially my two counties, by the Bureau, — helping these poor people to establish Schools and Churches, more than has been done.

I have heard that one white minister — a resident of Westmoreland Co Va — said that if the Colored people would let him become their political adviser, he would become their pastor and build them a church himself.

The negroes however, seem determined to keep free from the White Church.
