General,
In compliance with Cir No. 6. Hd Qrs Asst. Comr State of Va dated Jany 29th 1866, I have the honor to make the following report of the conditions of Bureau Affairs in this Sub-Dist: for the month of April.

Affairs have not been materially altered since the last report was made by Lieut M.S. Reed. The emigration of freed people to Boston is steadily on the increase- sixty six persons have been sent this month, all of whom are known to have found good and remunerative places. 

Applications for transportation to other portions of this State and to the South have not been as numerous

It is impossible to give an intelligent report of the schools from a personal knowledge- but the report of the Superintendent shows them to be in a flourishing condition.

The registration of voters has not yet been commenced- when it is the freedmen will be properly instructed as to their rights
