General:
I have the honor to report in compliance with Cir. No. 6. Hd. Qrs. A. Com of Va dated January 29th 1866 that the condition of Freedmen's affairs, the state of feeling between whites and blacks &c is much better in this Division than heretofore. I notice a stronger tendency than I have ever seen before among Magistrates and citizens generally to take up the grievances of freedmen and assist them to protect themselves and to obtain redress. People seem to recognize the fact fully now that the colored man is free and entitled to equal protection with other men. The political struggle for his support dispels that prejudice against befriending him which has prevailed to a great extent heretofore.
