In obedience to Circular No 6 series of 1866, Hd. Qrs. Asst. Comr. State of Va., I have the honor to report that upon the part of many persons in this Sub Dist. there is a great tendency to oppress the Freedmen; they do not, as yet, seem to loose sight of the famous declaration of the late Chief Justice Tenny in the Dred Scott case, that "the negro has no rights which the white man is bound to respect." They are very dilatory in paying the colored men for their services for last year, and very many having given deeds of trust upon their entire property, there are no means of collecting their (the freedmens) wages; and I would here again respectfully call the attention of the Asst. Commissioner
