to which I alluded in my last report under the above named Circular, to the importance of the establishment of a laborers lien upon the crops raised by them for the payment of their wages There will, in my opinion, be no safety or encouragement for farm labor unless it is done.

The freedmen being wholly dependent on their labor for the support of themselves must necessarily receive their pay or they cannot live.
