In compliance with Circular No. "6" Series of 1866, Hd Qrs. Asst. Comr State of Va, I have the honor to report, that at the closing of the present month, Bur. Affairs in this Sub-District are in a flourishing condition. The blacks, in their new condition as a free people are laboring earnestly honestly and faithfully to secure an honest livelyhood, with fair prospects; for, as a general thing I remark in my associations with them, that the cheering, if not remarkable fact is fast demonstrating itself, that they are becoming a more penurious people than they have heretofore been, careful and saving of their money, realizing in a measure, that labor is wealth and money is power and can be made of the greatest possible use, and that it is not what they make but what they
