In compliance with existing orders, I have the honor to submit the following Report of the Condition of Affairs, in
the Co's of Nottoway & Lunenburg Va, for and during the month ending April 30th, 1867.

All of the able bodied Freedmen of these counties are hard at work, and I hear but few complaints of idleness, The Farmers seem to be well satisfied, at the disposition of their laborers to make up for the lost time, occasioned by the recent bad weather.

Labor is becoming scarce in this Sub District, quite a number of the best class of laborers have left for the other Counties and other States, owing in a great measure to the swindling and imposition practiced upon them, during the past year by a class of dishonest employers These gentry are now regretting their conduct.
