The issue of Rations to Destitute Freedmen will be required during the entire year among a class of old and infirm Freedmen, whom the Civil 
Authorities decline to attend to, No issue of Rations to Destitute Whites will be needed, as the County Courts will take care of and provide for all such citizens, 

During the past month I have approved of one hundred and twenty two Contracts for Labor, and have declined to approve of forty two, on the ground of fraud and advantage being taken of the Freedmen's ignorance, invariably the Farmers alter such Contracts, they  believing it essential to have my approval.
              
It would be proper for me to mention that since the passage of the Military Bill, the position of Asst Supindt is much more respected, and his opinions and wishes with reference to the Freedmen oftener consulted, than at any time since the powers of the Bureau were first limited,
