by existing laws - I do not regard this as an evidence that the white population is becoming rapidly re-constructed but that they are convinced that it is mostly to their own interest to reorganize at once the colored man as the equal of the white man before the Law - Among that class of people especially is the feeling observed - who have been distinguished for their impositions &c upon the race for during this month a much less number of complaints have reached this office than there has been during any preceding month - and those few were of a trivial character and upon investigation disclosed the fact that there was between the parties really no unkind feeling but simply misunderstandings.

I believe, in a very large majority of those cases, in which difficulties have occurred between the white and colored man that the truth was traceable to an indisposition on the part of the white man
