and explain to them the subject matter of such papers &c. as they may have. By this means the colored people are becoming rapidly, but substantially advised- as to what is necessary to promote their own interests.

They seem as a general thing to have taken the advice of their friends and are not taking an active or conspicuous part in political affairs- are impressed with the importance of faithfully fulfilling their obligations to the white man and to themselves & families- and that a fair and impartial chance will be afforded them of exercising the right of suffrage deliberately and intelligently- I am gratified also to be able to say that but a small portion of the white people seem disposed to interfere with the freedmen in any way in the matter of public meetings &c. and those few, in their demonstrations are frowned upon by the more intelligent classes.
