I have the honor to transmit the following Monthly Report for the month of April 1867, in compliance with Circular No. 6. Bureau R.F. & A.L. Head Quarters Asst. Commissioner Va Richmond Va January 29th 1867 of the condition of Bureau affairs, the State of feeling existing between the whites and the Freedmen, and other facts connected with the welfare of the Freedmen in the Sub District of Nansemond and Isle of Wight Counties Va.

The condition of Bureau affairs in this Sub District is good.  The Freedmen are at work at fair wages, and none need be idle, if willing to work, they appear to be satisfied and contented, and are no begining to fully understand their position, rights and priviledges.  They cannot be induced to work a second time for those of the whites who did not deal fairly with them, and that class find it difficult to obtain labor, even though they are now disposed to be just.

I have heard of no particular case during the month where the Freedmen have been imposed upon in their contracts, or ill treated by the whites, although it is
