General;
I have the honor to report in compliance with Circular No 6 C.S. dated Hd. Qurs. Asst. Comm. State of Va Richmond Va Jany 29th, 1867, that the condition of Bureau affairs in Campbell, Appomattox, Amherst & Nelson Co's is good.  The freedmen generally are employed.  There is little complaint of non payment of wages on the one had, or of laziness, theft, & failure to comply with contracts on the other.  The suffering from want among the colored people is [trifling?].  I made no requisition for rations this month, believing that those on hand would carry through, all those who really need assistance.  All applicants who are proper inmates for the poor house, I aid till such time as they can be gotten there & if they refuse to go, which in many cases they do, I cut off their rations.  In this way making the poor house the test of their necessity.  I am enabled to reduce the number applying for rations
