In compliance with instructions contained in Circular No 6 dated Bureau R.F. and A. Lands, Head Quarters Asst. Com'r State of Virginia Richmond Va Jany 29th 1866 I have the honor respectfully to make the following Report.

The condition of the Freedmen in this sub district at the present time, is more encouraging than the preceding month the resumption of the several manufactories in the city has relieved many of the colored families from an embarrassing condition, who depended almost entirely upon these institutions for a livelihood.

In the counties of Chesterfield and Henrico I find the Freedman laboring faithfully but receiving very low wages, averaging from eight to ten dollars per month
