for able bodied men familiar with farm labor.  This small remuneration is often received in farm produce and that at an exorbitant rate.  Many of the farmers take advantage of their want of education often charging them when a settlement is made, with articles which they positively deny having received.

An instance came before me bearing upon this, a few weeks ago. A freedman was hired by a Mr. Robbins a prominent farmer of Henrico County, the contract was dated March 1866 and to continue until the end of the year, at the monthly pay of nine dollars.  At the expiration of the contract the employee sought a settlement but could not obtain it. After some time had elapsed, he called at my office to seek the aid of the Bureau.
